There is actually nothing fundamentally wrong with replacing one rotor and reconditioning the other, but I tend to just replace them anyway (they are not very expensive for FWD cars).
Make sure the surface of the bearing is very clean, polish it with scotch-brite to remove rust if need be.
I respectfully disagree with turning new rotors - especially if you opt for OEM replacement rotors, since they are generally machined on equipment that service lathes can only equal at best, however, I will acknowlege that it is possible that others have had good experiences with turning them first.
