You've probably over tightened at some time trying to fix. Take cover off and hold it up and look down the sealing flange. it's probably bent. You need to rebend it with light hammer taps all the way around until the flange is straight at the gasket mating surface. Pay attention to the holes, they are probably bent inwards too. Clean until you can eat off the mating surfaces.
I use the perma-seal gaskets, they have sealing stuff on the mating surface already. Then go with studs with nuts that have a washer face. No more than 15 ft. lbs. This fixed mine Good Luck!
