That depends on what the car will weigh and how well the chassis works. My car has ran a best of 10.10 with "only" 638 HP. But it weighs 3100 lbs with me in it.
The combo Todd S. has sounds similar to mine so if he can get the weight down and get the car to hook he should be in the ballpark for low 10s or high 9s.
