I don't have any experience with Caltracs but I do know that the front suspension needs to be "free" or not binding in anyway in order for the rear suspension to do its job.

Make sure the front end can move freely. Especially check the A frame bushings. When we changed them on my 73 Bird, it made a world of difference.
