I'm sitting here reading Zazarine's 2nd edition Pontiac GTO Restoration Guide. Page 166 says that as of Feb 1 1966 all bodies were built incorporating anchorage provisions for the front seat belt straps.
Anyway, the reason I know this page is because I too wanted to install shoulder belts. This page led (leads) me to believe that all 1967 GTO HT's had this provision.
As I recall, I ran a finger against my headliner and I eventually felt two holes that felt like they were correct. I must admit I was a bit apprehensive when I punched a hole in my headliner, but there they were (two on each side, within a few inches in front of the coathook).
Next task was to find the actual shoulder belts. I didn't see any reproductions, but after some hunting I did find some at Carlise. Actually, I was really lucky to find shoulder belts that also still had the little bolts attached for proper installation.
Hope that helps. Good luck.
