Dude Im asking almost the exact same thing in my post on this page, however, I can tell you that a proportioning valve is a small gadget that helps you adjust the amount of pressure going to your rear brakes. I have one to put on my 68 Bird because I did a front disc brake conversion. Rear brakes drum brakes require a different amount of pressure than front disc brakes do.
