Brian, The pump will turn by hand unless he has a filter on then it will have resistance & you won't be able to turn it by hand as easily. As far as having 2 bad filters i highly & i mean highly doubt it. I would be checking that ball & spring in the oil pump. I've used those cheap Fram filters for years & have yet to have one cause me to lose oil pressure.
