Yes, you can use one in lieu of a proportioning valve.

Just know that the name is not truly correct. The Wilwood piece, and the others like it, are not truly proportioning valves, since there is not a port for front/rear pressure sensing.
These are actually Restrictor Valves. But it will still do the job.
