If you have battery voltage to one side of the brake switch and your turn signals work ok, jump across the switch with a wire, and the brakes lites shoould go on. If not, make sure the second wire from the brake switch is not broken and that it goes up into the steering column connector correctly.
If all that is good, the problem is in the steering column, again, a wire problem or a bad turn signal switch.
