The ones on my 67 (Baltimore built) are black, as they were when I bought the car in 73. I parted out another 67 (Kansas City) with black. BUT, I have bought some other 67 fillers that were body color, and a pair of 66's that were body color. I beadblasted most of these, and the colors appeared original.
