Tough question.
The cam is the Intake bottleneck.
Since the Cam ovelap is low, you will have less sensitivity to EXH system woes. 1.65 rockers on both, and the 2"primaries will be OK. Headpipe and muffler system will need critical design to work with 2"Primaries.

Small Primaries preserve EXH velocity, allowing less sensitivity to "full exhaust system" restrictions downstream.
