Your problem lies with the hazard lights. The flasher you replaced is for the hazard lights only. Try pushing the hazard switch in and out a few times. This may cause the problem to correct itself. If not you may have to replace the hazard/turn signal switch in the steering column.
The other thing you might look for, is to see if any little critters were making a snack of the wiring around the steering column connector while the car was sitting.
