First you have to define "completley" and "rebuilt". Have seen prices ranging from $150 to near $1000 for "rebuilt" TH400's. A complete and correctly prepaired unit will contain a full set of bushings, thrust washers, both bands, seals, sealing rings, steels, frictions, shift kit, sprag(s), and an early drum if needed for the front 34 element hp sprag. All of the hardparts need to pass inspection and the planetaries replaced or rebuilt as needed. It takes about $300-$500 to purchase all the needed parts plus the labor to prepare the unit.
Most transmission shops just buy a seal kit (about $20) and stack the unit with nicely used steels/frictions/bands they have laying around. You may get a front and sometimes a rear bushing, their shift kit is usually shimming the PR spring and drilling the separator plate. Have seen shops build them for as little as $150....Cliff
