Never, I repeat, NEVER pour oil down the carburetor or intake, regardless if engine is running or not. If this is a fresh rebuild, why not go back to the builder if something is not right?
Let's hear more about the problem. You say it is missing. Have you performed a compression check on all cylinders? This will tell you the "health" of the rings and/or valves. How about noise, is the valvetrain noisey? All the rockers/lifters making noise, or just one, or two, or three, etc.?
