take the wire for the sending unit and ground it out quickly taping it to a good ground, have someone look at the gauge and see if it jumps the other way, if so then it`s the sending unit, if it does`nt move then there is a problem with the gauge or the printed circuit or the plug at the back of the gauge pod, you can trace the connection on the mylar p/c and see if there are any breaks, normally the gauge should not show peak unless it is grounded out(shorted to ground somewhere) to the sending unit,if it is showing max when key is turned on it sounds like it`s grounded out, normally the gauge has 12 volts supplied to it and the gauge reacts to the amount of ground allowed by the sending unit( variable resister)
