Sounds like either you have a poor regulator case ground or your alternator can't supply the necessary current under these loads, meaning your belt may be loose, or you are not getting enough output from the alternator. Possibly an open diode in the alt? Check to make sure you have battery voltage on regulator terminal 3 (battery sense).
