hozy, I installed power steering on our 67 Tempest and had the same problem. It would feel jerky when it was at low RPM and even more at low RPM while backing up. Also couldn't stop the belt from screaming when we nailed it. Tried everything we could think of with no success, so took it off. This was on all NEW pump and related parts.
