this is a new 455 that has never been fired

i primed the oil system until oil came up to the rockers then turned the crank until the oppisate rocker i was adjusting went down then i tightned the rocker down until it became hard to turn then i polylocked it down.

is this an acceptable way to adjust the valves until the engine gets running in the car
