Could be crap in the needle/seat as mentioned or the carb got banged and the float is just stuck.
Flooding or no gas at all getting in is not at all uncommon after sitting dry for a while modern gasoline does strange things to carb when left to evaporate. Also its not uncommon for a float to stick in the open position when a dried out carb is turned upside down during handling
you are using a good filter just before the carb of course.
