Mike is correct...the vacuum hookup rotates 360*. I just installed a new booster in my car and it easily rotates.
Is this a new or reconditioned booster? Who did you buy it from? Sounds crazy but I saw one guy put gasket sealer on the vacuum hookup gasket "for a better seal".

Couldn't turn that sucker for anything.
