Most likely the bushing in the speedo is dried out, it will need replaced, if you keep driving with it like it is the speedo pointer will break off soon. I have a bunch of them like that I bought missing the pointers and that's why. After 35 years all the factory "lube" dries all away, you need to replace the bushing as there is no way to re-lube it.
It's a job for a good speedo shop, after you tear apart the frame you would need to re-calibrate your speedo.
