I start with each one 1.5 turns out from the seated position. With the engine running, turn one in slowly until the engine stumbles, then slowly back it out until the engine cleans back up. Do this for the other side, and then you can repeat it once for assurance. If it wants to go out much further than 1.5 turns, then something is wrong. It could be the butterflies not seating in the end carbs, or something else in the center.
