The only sure way is to spot sandblast, (Eastwood sells a spot blaster), metal prep with a Phosphoric type product, Ras-O-Nil/Picklex-20, then seal it with epoxy primer, then shoot the paint.
Without proper prep, micro rust will still be present and it will eventually come back.
