Yes, Bill.
Locate the sending unit wire connection, I believe it's inside the trunk. With the igntion in the "run" postion, ground the wire - it should go way past full. Disconnect the ground but DO NOT reconnect the wire to the harness - it should go past empty. If these test are OK, your problem is within the sender. If not, then you need to trace your wiring and check or replace the guage itself.
