David,
I'm wondering if the problem is not with the lifters at all, but similar to what I ran into several times when removing heads, doing complete rebuilds and all that.
It may sound kinda dumb, but get a pump can and squirt 1 or 2 hits of regular motor oil in each plug hole, make sure you got things back together right like in your original post. Sometimes when the cylinder walls are dry, the compression is marginal, and usually just enough to do stupid stuff like make carburetor fires due to late/lazy flame propigation in the cylinders. This oil trick has always worked for me. Good Luck.
