The bumper attaches as an assembly with the frame brackets and headlight buckets attached. It bolts to the frame and ties to the core support brackets through two rubber isolators. The headlight buckets have one screw that attaches to the core support. I would leave all the fasteners a little loose until you get in place then selectively tighten them.
It sounds like your LH fender may be for a Camaro. Those cars had a recess for a bumper bracket that was sandwhiched between the fender and fender extension in the same location that the FB parking light goes on a '68.
