Does the light go out when you disconnect the harness from the voltage regulator? If it doesn't then you can probably safely say the issue is in the dash somewhere. Either a bad ground or a wire connected wrong. Ignition switch maybe?
Has your car always been this way or is this something that started after a specific project was done?
