You might be correct about the vacuum line.The modulator is spposed to have manifold vacuum not ported vacuum.
Disconnect the vacuum line from the carb and hold your finger on it.If you have no vaccum at an idle and you have vacuum when you race the motor,you connected to ported vaccum.If you have a vacuum gauge,it will make things easier.
You should have approx.15" of vacuum at an idle and it should drop as soon as you hit the gas.
I had a customers car do the same thing after he changed the carb.
