The bottleneck on the stud allows the rocker to bottom out so that a torque spec can be achieved. Yes an adjustable valve train is nessesary with anything other than totally stock specs. Can you use polylocks with bottleneck studs? I don't know for sure but why bother. The straight studs are cheap and easy to install, assuming that the studs you have now are of the screw in type.
