I do not think 62 & 63 are the same for Tempest. I think in '62 Pontiac used a cable where the actual electrical switch is mounted up underneath the dash to the side of the mast jacket. In 63 the switch is mounted right behind the steering wheel. you might try Corvair in '62 they also used a cable controlled switch.

In 62 all that is inside the column is a lever pivot connected to the cable & a canceling cam on the back of the steering wheel. Better check your shop manual to be sure. Those old cables break all the time, the outer sheathing seems to crack & break more than the inner steel wire. But in either case you have to replace the entire cable assembly.
