I don't think the judge is a good comparison.
Anyway, one thing to consider is how much would the car be worth, once you fixed all the problems? How far underwater would you be? The car with a decent paint job is probably worth around 17k, assuming matching numbers, everything works, etc.
10k is probably about right, although 7-8k would be a safer deal.
