I would pass on it. $9K may be fair, but you can find plenty of cars that dont have that rust in the back window. If it has rust there, the trunk and floors, and maybe the windshield area have problems too. The price of this car is going to depend on if the motor and trans were really rebuilt too, Does he have any reciepts for that?
