Default Finding Base Circle of Cam

I am adjusting my valves soon on my .030 over 400. I have HS 1.5 roller rockers, Comp Cam 292 Magnum Hydraulic Camshaft and lifters, #13 heads milled .010. and stock length 5/16" pushrods.
I am going to use the Pontiac Street Performance method of adjusting with engine off. I am doing this with the manifold on and valve covers off.
I am locating TDC with finger in spark plug hole and feeling compression stroke. How do I know that I am on the BASE circle of the cam when adjusting? Does it need to be exactly on the base?
Any help is greatly appreciated. Thanks!
