If it jumped timing you will see that with a timing light. If you need to readjust the distributor substantially, it may have jumped, altho retiming it should improve it. Won't fix the prob but at least the ignition timing will be correct.
"smooths out at 0 dwell" how can that be? Can't be zero dwell. Set your point gap to spec and set timing. As stated above, replace the condenser (capacitor) to see if it is the prob.
Got the coil wired correctly? The (-) side needs to go to the points.
Got a vac hose that fell off/leaking?
