Dwell should be set first, then the distributor timed.
The distributor is probably too retarded right now, and lowering the dwell advances the timing enough to fire.
Advance the distributor a tiny bit, set the dwell, then recheck the timing with the vacuum advance disconnected.
See what that does.
Also there is no module in a point setup.
