A few things: make sure that the regulator is for an "A" body, not a big body.

Make sure the regulator body is grounded well to the firewall and the firewall has a good electrical connection back to the battery negative.

You state the ammeter always shows a charge..is the ammeter standard on your '63? Does it have a idiot light also? If it's always showing a charge, that's correct. Immediately after starting, it should show a higher charge rate, then decrease as the battery gets charged. It should always show a slight charge when the battery is fully charged.
