Default PROBLEM SOLVED
Ran a wire from bat. to votage regulator. Surge went away. There was a poor connection at ignition at the wire that goes to the regulator. Poor connection was telling voltage regulator we need power when we didn't. Two burnt out t 3s, one pertronics ignition and two new voltage regulators.
