If you buy a replacement speedo the odometer is set to "0" or a very low number depending on how long it was test run. The main purpose behind the laws governing odometers was that people were selling cars with rolled back odometers and representing them as actual low milage cars.
In Florida, there is a place on the title to put the actual milage or, if it's unknown/incorrect, you select milage unknown/odometer exempt.
