To obtain a steady low idle speed; set the idle mixture screws for the highest vacuum reading, or lacking a gauge, the highest idle speed (with a FULLY warmed motor). Then adjust the idle speed screw to the lowest steady speed in DRIVE (block the tires and set the e-brake). Engine temp affects the idle, as you have noticed.

The idle speed in neutral will always be higher than in drive due to the converter/trans drag loading the motor.

It also helps to set the initial (crank) timing to around 12 degrees with around 22 degrees in the distributor for a total of 34 degrees.
