Your pads will be fine as long as they are not glazed over or soaked with oils or lubricants, ect...Your drums and rotors are a concern though, check for rust damage and trueness. If you are starving from low vacuum maybe you need to change your cam set up or add a vacuum pump which will keep your brake booster (if power assisted) at peak performane levels.
