You should not have to remove the window to install new clips unless....
Well, a couple things can happen. There are rubber blocks set under the lower edge of the window. I have seen these move out of location which allows the window to slide on the buytl. This would make the window too close to the lower edge of the opening to allow you to install new clips. In this case you would need to remove/reinstall the window. Also, depending on the severity of the rust in the window channel, some of the posts that the clips mount to can be rusted completely off of the car. There are threaded replacement studs that can be used. Either way you repair this, if you do replace the suds, the window need to be removed. Also, I would thank that in most cases the window should be removed to correctly repair rust in this area.
