Apparently you are missing the SECOND inner buckle that is used for the shoulder harness. It was somewhat common to remove the shoulder harness from the headliner and the second belt to "clean up" the interior as I have done on my 68 GP. Both inner belts fit on a slightly longer shouldered bolt screwed into the trans tunnel.
