), GTO's and Judges, I recommend NOT buying any GTO without first running the PHS. Small investment that could potentially save you from getting taken advantage of and losing thousands of $$ by buying lesser car at a GTO/Judge price tag.
If it were me, I don't think I would tell the seller I was going to run the PHS - just get the VIN and do it. If he is trying to rip you off, he may play some games if he knows you are going to find him out. That's the cynic in me speaking (typing). You may even find out that the car is somewhat rare (based on the options, drivetrain, etc), unbeknownst to the seller - I wouldn't tell him that either
