OK, dug up the old papers the previous owner gave me when the car failed the smog check:

VISUAL / FUNCTIONAL TEST
EGR visual: disconnected
Spark Controls: modified
Thermostatic Air Cleaner: Missing
Vacuum Lines to Sensors/Switches: Disconnected
Ignition Timing: Fail
Other Emissions related components: Disconnected

ASM EMISSIONS TEST RESULTS

15mph
HC (PPM): MEASURED: 256. MAX: 198
CO: MEASURED: 2.09% MAX: 1.29%

25mph
HC: MEASURED: 243. MAX: 166.
CO: MEASURED: 1.85% MAX: 1.09%

Currently, the car has no smog/air pump and NO vacuum hoses/EGR; anything of that sort. It DOES have a single CAT. Any ideas?
