Default Lifter problem

my buddy had a 455 built about 6 years ago and it sit in the car till just last week while he finished the resto on the car. It has some clatter so we thried to do an adjustment today.

You know how when things are normal with a hyd lifter you crank them in till the clatter stops then you crank down an extra 1/3 or 1/2 turn the valve hangs open a touch and runs like crap then it does its job and self adjusts and runs fine again. Well these dont do that the lifter feels spongy and dosent hang the valve open untill it bottoms out and then it keeps running like crap

I also noticed that there isnt much oil while doing the valve adjustment. It has some but usually these a bit of a mess.

im thinking maybe they used chevy lifters and they are not getting good oil preasure to the lifter?

the car has about 30 pounds going down the road at 3000 rpm.
