On top of the lower frame channel. They used a rubber insulator that 'capped' the ends of the crossmember, and a stamped 'clamp' that secured the insulator.

Nothing wrong with drilling holes and bolting the crossmember in without the rubber insulators, I have 3 different '64 cars done both ways with no problems.
