The cable is definitely not engaging in one end or the other. I had the same thing on my car. I had speedo over about 60mph but not before. My cable had gotten very stiff and it had caused the end to round out the keyed hole in the speedo gear.

BTW, how do you get that out. I removed the thing that looks like a distributor hold down but the retaining plate for the speedo gear was still solidly in place and wouldn't budge.

Anyway, something to check.
