Hi,
I looked at the restro guide since the 68 and 69 mounting system is different.
Under the console there is a floor bracket. It has one mounting hole forward and two side holes. The top has four holes. Spacer sleeves go between the floor mount and the bottom side of the console. The console is sandwiched between the floor mount and the 8-track mount. The 8-track has side studs that attaches it to the upper bracket. At the bottom rear of the 8-track is a tab with a hole. Not sure if it is used on an installation with a console. Probably there to prevent the 8-track from swiveling.
