I would say with 3.55 gears, the 2801 will run out of juice, especially with those heads, and you could do much better.

I also think you could probably do better than the HC-02, as it is an old grind. Perhaps one of the newer, faster ramps would be better.

You did say you wanted it 'healthy'. My 400 w/ the 2801 ran fine, but it was on the smallish side, and that was with stock D ports and 3.08 gears.
