I think 9D and MIS were generic codes. I read a post about memo cars and the memo was coded a 9D. As for MIS, I think it may mean miscellaneous but I'm not sure.
What is "CC 5067 S-19"?
I think you are right about the HD LOCK PKG being a remote hood release. That has to be rare I would think.
